The origin of the Mathematical Olympiad is the Hungrian Mathematical Olympiad which began in 1894. Nowadays, Mathematical Olympiad has become an intenational movement. Some talented students with a strong mathematical ability have strong initiative with Maths. They can improve their mathematical abilities and make communions themselves in the Mathematical Olympiad. They can make basics for their further Mathematical researches.The propositions for Mathematical Olympiad are around the Mathematical Olympiad themselves. As the development of global information, it is impossible to set the paper with those tested topics as before, because it is unfair on competitors'part. In fact, most of the students who performed well in tested topics are the products of exercises-stuffed teaching method, but not the ones who possess obvious talent for maths and have strong initiative in learning. For that reason, the modern Mathematical Olympiad is faced with the problem of"difficult to proposition"inevitably. What kind of questions can truly differentiate between mathematical genius and common people but"well-informed"? How to set a paper with good problems? The answers to these questions should be that every organizer and setter of Mathematical Olympiad wants to find out.Proposition is the inverse problem of solving. To set a well-suited paper, there need to master various solving skills first. Only with rich experience of solving math problems, can test designers make a right judgment on the levels of difficulty and the time spent in completing a problem. In the chapter of the research of proposition, the writer begins with"how to solve", discussing the general skills and the difficulties of solving problems. In addition, the methods of improving the ability of solving problems are investigated, analyzed and stated.On the basis of above discussion, the next step is to figure out how to set a paper. This paper discusses the requirements and methods of proposition, including how to closely meet the objective of Mathematical Olympiad, what kind of people are suitable for the proposition of Mathematical Olympiad, and what they should do to set a good problem. In the end, two cases are analyzed, one shows how to distribute the problems in one paper, and the other illustrates the general methods of proposition.
