With the reforms of the education system, the personnel management system of higher learning is changing to the human resource management system. In this process, how to play the role of the human resources management's strategic functions is very important. Human resources management outsourcing will make more effective use of social resources to integrate school education and social practice more tightly. At the same time, they can save administrative costs and improved management efficiency and enhance the staff initiative to establish a learning organization, and disperse management risk, improve u the core competitiveness of the higher learning. Therefore, setting the cumbersome, procedural and transactional work apart from the higher learning personnel management department and assign to a human resources management outsourcing company to accomplish is necessary. But as a public organization, higher learning's human resources management has its own characteristics different from the enterprise's, how to apply the more mature experiences of human resources management outsourcing used in the enterprises properly to the higher learning is what we should think first.Based on the status of the higher learning's human resources management, the article makes detailed analysis to the outsourcing decision, includes the theoretical basis, the principles, the outsourcing decision making process, the outsourcing risk identifications and avoidance.The transaction cost analysis method, the risk tree method, and the experts scoring method are used in the study to the analysis of human resources management outsourcing to get a package solution to an example higher learning of nanjing.
