With computer technology, network technology, multimedia technology continue to develop, modern distance education based on Internet has been widely used in the field of cadres'education. In the learning environment of network, teachers and students'time and space are in the state of separation, the cadres'ability of Conscious initiative and self-control is relatively weak, can't meet the requirements of network learning, and the quality of learning is difficult to guarantee. Working cadres is a special adult group,most of them assume relevant positions of leadership, and they have distinctive specificity in network learning, face this special group,we should take some necessary monitoring strategies to ensure the cadres'modern distance education can proceed smoothly. This paper focused on this issue to study and discuss, try to discuss from the self-monitoring and external monitoring in working cadres'network learning,find monitoring strategies to improve the quality of working cadres'distance learning.This paper first starting from practice, survey and analyze the network learning monitoring of working cadres'distance education in Jilin Province and Changchun, and pointed out the necessity of learning monitoring in working cadres. Under the guidance of meta-cognitive theory, constructivist learning theory, learning process theory and adult learning theory, for the current monitoring strategy problems in working cadres' modern distance education, reference the theory and practice results of distance education,start from working cadres'actual needs, from the perspective of committees and governments, working cadres, network learning platform, teachers, learning partners to construct the monitoring strategy system, the self-monitoring as the core and the external monitoring as the protection. Learners can use these strategies in self-monitoring, before study, set learning target, choose learning strategies, plan learning time, predict learning effect; during the study, self-recording, self-questioning, self-evaluation; after learning, self-total evaluation, self-reflection, self-reinforcing. In the external monitoring, network learning platform, teachers and learning partners are the main monitoring partners, construct a series of monitoring strategies in the links of information acquisition and analysis, evaluation and feedback and strengthen, the committees and governments as the main departments charging of cadres'education and training can apply assessment, motivation and examination. Through implement comprehensive monitoring, the working cadres can ensure the quality of network learning, improve the comprehensive quality, adapt the trend of the times, fundamentally implement the Party's basic line, and achieve the Party's goal.
