As the increasing communication among international economy and culture in 21st century, many advanced theories in western culture, education, economy and philosophy has been introduced to China, which have imposed definitely great impact on Chinese traditional culture and education. Pre-school children art education is also included.In last 90s, two fine art education thinking, Organum and Essentialism, has emerged in western children fine art education. Organum, which highlights the education value of art, in one hand recommends that fine art education is to promote the development and perfection of children's personality and that children's mind and mental growth should be combined. Based on the ideology that people first, it also respects the self expression of children in their autonomy and innovation. While organum lays too much emphasis on children's self expression and ignores the function of Subjects Education and the main role that teacher plays. Essentialism holds that the main value of fine art education lies in its education value and that children's capability in painting is not natural but from special contribution from individual experience. Meanwhile it believes that the painting pattern and style of children is influenced by their characteristic.The introduction of these theories has enormous influence in Chinese traditional fine art education ideology and thinking. But it differs from the previous theory introductions in its critical and reflective introduction, but not in mechanical copy; in its polybasic but not in single aspect. Based on the inherit of historical experience and lesson, this learning has selectively absorbed and digested the western theories and make children fine art education accord to Chinese present state i.e. children fine art localization.This paper has explained the difference of Chinese and western children fine art education ideology and the difference of education feature by comparing the difference of education thinking root between Chinese and western children fine art education. And it has summarized kinds of advantages and disadvantages among all aspects of Chinese and western children fine art education. We have summarized and absorbed the advantage of western children education i.e. cultivation of creativity, which has positive influence in our traditional children fine art education.The study of children fine art education has been through a long process from analysis to reflection to introduction and to selective absorbing. Our creative teaching in children fine art education is still in the stage of practice, in which the concept and teaching practice have not been mature. In the cultivation of children creativity, we begin from cultivating children's capability in observation, sensibility, imagination and intuition. This is an education of innovation and even creativity cultivation education since not only children's sentiment need has been satisfied but their sensory organs cooperation ability has been practiced, such as hands, brain, eyes, mouth and nose. The preschool children are in the stage when their brain, thinking, self sense and independence sense are in quick perfection. In this critical stage, we fine art teacher need to guide children in the right way to exert their creativity as great as possible.
