At the moment when the bell of the new century is ringing, we are facing a great reformation of the elemental education. The novelty of the reformation concept, the wideness of extension, and the profoundness of the influence are unprecedented since the reformation of the nation. The Standard of the Fine Arts Syllabus(Experiment Version) which is issued in July 2001(Referred as the New Standard) is the base line of textbooks compilation, fine arts teaching and evaluation of fine arts education. Since its issue the New Standard has gained wide attention among the fine arts field and studies on it have become prevalence. Therefore further researching on the New Standard and improving the level implementation of the New Standard is the urgent task we are facing. This thesis is done under the background of the reformation of elemental education of fine arts in China. This writing is composed with four parts.The first section: Discussion of the motive and the background of the reformation of the elementary education of fine arts. The author first started by analyzing the reformation of fine arts education around the world, showing that the competition between the nations rests on the civilization of their citizens and the quality of the labor and the unique function and advantage of art education is irreplaceable. Next the author pointed out the necessity of the reformation of the current elemental fine arts education basing on the current situation of elemental fine arts education, such as out-of-date education concept, monotone course structure, and overemphasized subject center.The second section: Considering the New Standard is the core guideline document of this elemental fine arts education reformation, it is necessary for us all the front-line teachers to get acquainted with it, study it and research on it. So in this section the basic concept, ultimate objective, and the characters of the New Standard is elaborated. Furthermore, in order to understand the new teaching concept and methods, and practice teaching more efficiently, the author created a new syllabus comparing the teaching design according to the New Standard and the fine arts education guideline.The third section: The elemental fine arts education is analyzed and the main points of the reformation which should be paid attention to are indicated.
