The project of "dismantling villages and changing system" is a way of top-down urbanization enforce by government. The enlightenment of the project of "dismantling villages and changing system" is that, although a risk sharing system mechanism of government, groups and community is not the optimum way, is the realistic way under the rural-urban dual structure in China. After long periods of integration into urban, this kind of communities already have some initiative change, but there is a series of problems appear in the communities in the project of "dismantling villages and changing system". How to give full play to this kind of community's advantages, and how to consolidate social force to gain a better system supply? These problems are communities in the project of "dismantling villages and changing system" now face with.Developmental social policy insists that the formulation of policy should make government-driving as core and bring into the idea of development, so as to promote the public service import. Urbanization should hold the idea of the sustainable development and people-oriented.Shipai village was one of the earliest communities which came into the project of "dismantling villages and changing system"."The12th five-year-plan" brings an opportunity to this kind of community to improve the capacity of integration into urban. This study set up a theoretical framework of developmental social policy, and takes Shipai village as a case to do the research, so as to analyze the dilemma of community in the project of "dismantling villages and changing system". Try to find out what kind of transition has happened to this community and the limit from the aspects of macro, moderate and micro. And point out that government-driving social welfare should respond to needs of individual, family and community to promote the sustainability of development of communities in the project of "dismantling villages and changing system"in the urbanization.
