A Research On The Evaluation Of Dismantling Villages And Setting Up Urban Communities In Wuhan Metropolis's Urban Fringe

Community construction becomes more and more important in the city's contruction. As to the basic social unit to solve various social problems and embody humane concerns, community plays an ever-more essential roles to promote the open-reform, maintain the stable society, improve the quality of city and the standard life of people. Some scholars even believe that the city construction is just the community construction, so we can see the importance.Wuhan metropolis is the central are of development to our China's middle part, the community of town instead of countryside in the edge of the city face the challenge of sustainable development because of the particularity of geographical location, mixed structure between the city and countryside, the multilaterity of use of land and the complexion of the population's structure. Under this background, we consider comprehensively the community about the year of origin, the feature of location, the state of infrastructure, the mode of management and the characteristic of inhabitant through the case study on the sustainable development to the community of Wushu in Wuhan, Qinglongshan in Huangshi and the Jieguan in Tianmen which all belongs to the circle of Wuhan city.Combining with the surveys on the community's sustainable development in our country and abroad, on the basis of qualitative analysis on the system of sustainable development(population, resource, environment, economy and society) to the community of countryside in Wuhan metropolis, according to principles of being scientific and effective, being integrative, being operational, feasible and dynamic, integrating with the practicable situation of the three community, the system of index establish, that involves 44 index and five sub-system, population, resource, environment, economy and society. Through the practical investigation , our author gain the primitive data of relevant index and get the first-hand material which is beyond expression with data of index through interview and questionnaire, use the software SPSS to make a standardized processing of index data. Then conducts an evaluation of the system's sustainable development comprehensive index and coordinative index in the method of principle component analysis, AHP and membership function in fuzzy mathematics.The study result shows that all the sub-system have a good development except the sub-system of environment, the whole system present a wavy-raising sustainable development. On the basis of the sub-system of economy, it shows economy and population, economy and society, economy and resource enjoy coordinative development; economy and environment suffer from disproportional development. Through analyzing the result of qualitative study and quantitative evaluation, we discover the problems in the sustainable development of such kind of district and put forward some strategies and suggestions for the sustainable development from five aspects, such as population, resource, environment, economy and society.
