The development of the country lies in the talents, whose develop-ment lies in education, education lies in teacher, so as the system of teachers is particularly important to the development of the country, taking college teachers'appointment system as the research object, the use of new institutional economics system analysis method, this paper expounds the university teachers'employment history and actuality from institutional economics and appointment system, the process of the reform of system two paths analyzes the existing problems, and in the United States, Japan and Germany for reference on the basis of university teachers'appointment system, it is concluded that the perfect our country college teachers'appointment methods:from institutional economics perspective, to the public for ideas, weakens the informal institutions; guide Establish formal system of university teachers' appointment; Perfecting the system environment of teachers. The reform concrete implementation process from view, to expand the school-running autonomy, realize campus academic authority and administrative power separation; set up rational place; Establishing the reasonable evaluation methods and perfect evaluation indicator system.
