The idea that no children should be left behind which Confucius advocated, Plato's obligation education, Marx and Engels' fair education thought, which is the fact that the people pursue fair education in China and elsewhere. Education fairness is an important part of social justices, which promotes national quality. Fair education still needs exploring in practice. With the reform and opening up, many policies which promote rural fair education have been established, Education work has already made great progress, but they can't solve completely the urban and rural unfair education problems. There are many out-of-balance status between the urban and rural, education funds, teachers'pay and teaching level are both different compared to the city children. The unfair education problems in urban and rural have many reasons:At present, the investment of education is misplaced, which leads to the rural schools lacking education funds; The system of key school causes urban and rural school education resources imbalance; Migrant children who are affected the influence of household registration system. They can't obtain the chance of fair education.To make the goal that urban and rural fair education comes ture, Our government must change the policy which the education resource can't be allocated. To solve basically the rural education unfair problems, promoting the development of fair education in urban and rural schools is urgent.
