In recent years, with the rapid economic and social development, people's living standards have been significantly improved, but the educational equity has always been one of the focuses of people's attention. Primary school education is an important stage in compulsory education, and it is the cornerstone of the education system. Whether the primary school education fairness can be directly related to the realization of educational equity in our country, And the realization of educational equity is related to the realization of social equity our country. As far as every people,only when a person receives a good elementary school education can we lay the foundation for all kinds of education. Jiangsu is the country's economic province, both economic development and educational development are at the forefront of the whole country. Through years of reform and development,Jiangsu's education has made great achievements, but the economic gap between the north and the south of Jiangsu is great. For less developed counties in northern Jiangsu,there are still many problems in the development of urban and rural primary school education, which mainly show as follows: the lack of investment in education funds, backward rural education facilities, weak teachers and so on.All these factors affect the development of compulsory education in Jiangsu and even the whole country.This paper takes the urban and rural primary school in Fengxian County as the research object, First of all, it explains the theoretical concepts of educational equity, urban and rural areas, educational resources, educational resources allocation, Followed by a description of Fengxian County economic and primary education, Then it analyzes the problems existing in the financial investment, school facilities, and the allocation of teachers in primary schools, Finally, based on the analysis results, the causes of the problems in the allocation of educational resources in urban and rural primary schools are analyzed, and the countermeasures and suggestions are put forward based on the experience of the international developed countries. This study found that,, to achieve equity in Northern Jiangsu primary school education, the government should increase the financial investment in rural primary schools, optimize the layout of rural schools, strengthen the construction of rural primary school teachers.
