Since the 20th century, with the development of our country's social economic and the promotion of Educational concept, education resources, especially the quality education resources attracts more and more attention, the concept of balanced education has increasingly become the focus of attention. In June 2006, the newly revised compulsory education law of the People's Republic of China " firstly put forward in the form of law" to promote the balanced development of education obligations ". October 2007 in the 17th national congress of the communist party of China's political report firstly proposed "compulsory education thoughts of the balanced development". Because of education obligations in social economic development level, the education resources into different factors such as the gap between urban and rural areas and between inter-school group differences of education, career (including the school sports) development level of education and uneven phenomenon, and fair social attention, become a new historical period in China's social life education and the focus in the field of education, the balanced development has increasingly become one of the major issues in strategic education. The school sports education is an important part of school physical education, and physical education resources is an important guarantee of the school sports work.. From the vision of education philosophy, sociology and education justice theory, theory of education fairness , through the methods of literature material method, field observation and visit, questionnaire survey, comparative analysis and theoretical analysis, mathematical statistics method, this paper analysis the school sports resources connotation and significance, shaanxi rural compulsory education phase part of middle and primary school sports facilities, sports teaching resources, the resources of financial funds and curriculum resources, and also investigate and analysis of the difference in shaanxi province, probes the factors influences the urban and rural compulsory education phase affect schools sports resources. The results were as follows:(1) The balanced development of urban and rural school sports can help to build a harmonious society in compulsory education stage, which can narrow the urban-rural gap in the development of school physical education. School physical education resources also have an active role in promoting the development of sports in primary and secondary school.(2) Through surveying the sports venues, equipment usage in primary and secondary schools in urban and rural areas of Shaanxi Province, serious shortage in rural areas accounted for 35.19%; urban secondary school accounted for 0.93%, and the proportion in rural primary schools accounted for 70.18%, material resources in urban schools are better than in rural. The proportion of expenditure on education Shaanxi Province 2008 budget increase reached 46.54%, budget expenditure on education accounted for the proportion of fiscal expenditure increased by 1.39%, but the physical status of financial input can not be optimistic, school expenditure in rural areas is higher than urban.(3) In human resources, there is a gap between the full-time PE teacher-student ratio and the ratio stipulated by the state, the gap in rural areas is larger than in urban schools'teacher-student ratio. The exist status are that the title of PE teachers is lower, title structure is irrational, the professionalism of teachers in urban schools better than teachers in rural schools, and other benefits of all aspects of urban schools are also better than rural schools.(4) In school physical education information resources, all aspects of modern teaching devices in urban secondary schools are relatively complete. In the rural areas the proportion of secondary schools without modern equipment is to reach 38.67% . The proportion on surveyed 17 rural primary schools without any modern teaching equipment reaches as high as 81%. (5)In the school sports curriculum resources, most schools in shaanxi rural middle and primary school sports teaching use different versions of PE teaching materials, but also a part of the PE teaching in elementary and secondary schools in rural areas has no sports teaching; The proportion of implementation school in P.E which are strictly carried on can approach to 47.06%, the school can basically perform to 45.88%, there are also some phenomenon in part of rural school whose classes are less than 2 a week, In extracurricular sports lesson, long period of break and Calisthenics are two good extracurricular sports activities, In all, the form of extracurricular sports activities in city schools is better than rural schools.(6)The main reasons of shaanxi rural schools sports resources differences are: dual integral system structure, the policy for education funding, the concept and the attention of school sports work, the number of PE teachers and their professional development level etc.Suggestion:(1)The state should strengthen law enforcement through the legal means to make sure every student have the rights to enjoy the physical education and obligations, so that urban and rural students receive the school physical education in a true sense.(2)School administrators should enhance the importance of school sports further, making the school physical education resources basically satisfy the compulsory education, meanwhile, increase efforts to ensure the normal work and school sports.(3)Strengthen the protection the interests of physical education teachers in rural areas, so that no loss of physical education teachers in rural areas, to further improve the quality and level of physical education teachers in rural areas...
