The number of temporary teachers reached the peak of more than one million in1997, and then it decreased year by year, but they still exist. This paper attempts to research their current situation, analyses the existing problems, and try to put forward countermeasures and suggestions.After consulting literature, making investigations and interviews, I found that the temporary teachers are still widespread, particularly on rural school and mountain school. The number of female teachers is more than the males. The age of them is younger and younger. Most of the temporary teachers meet the academic requirements, and get a certificate of qualification of teacher. They do more work compared with other teachers, and they got different evaluations of working effect. The income of temporary teacher is far less than public teachers, and even less than the local minimum wage. Most of them did not sign labor contracts with their employed units, and only few of them got the social insurances. Even they desire for training, but in fact they seldom have chance of training and lack of financial support. As a result of national policy is not clear, the temporary teachers in different regions may lead to different prospects.There are many problems in the management of temporary teachers. First, the easy entrance leads to the quality of temporary teachers are uneven. Second, poor treatment leads to the stability of temporary teachers is poor. The third, the appointment and dismissal of temporary teachers is not in conformity with the rule of law spirit. Forth, the irregular of temporary teachers become a local teacher affects social justice. The last point is improper placement of temporary teachers leads to new social problems.The local finance can not guarantee the development of basic education is the main reason of the cause of temporary teachers, which includes the shortage of the whole national education funds and the uneven distribution of the limited funds. The shortage of teacher is the direct is another reason. Low teacher-student ratio caused the shortage of teacher in rural areas. Population flow caused the shortage in cities. The supply is not corresponding to the demand causes structural shortage of teacher. In addition, teachers enjoy normal holidays need a temporary one. On the other hand, many people are willing to be a temporary teacher, because of the unique occupation happiness in teaching, the chance to be a formal teacher, the income which can maintain the life, the chance to take care of the family and a springboard of employment.In order to solve this problem, firstly we should formulate scientific management system of temporary teachers, for instance, intensifying efforts to hire formal teachers from temporary teachers, properly arranging the temporary teachers who failed to recruit, helping the difficult living off temporary teachers into social security. The most essential is the government should increase capital investment. The government should set up special funds focus on solving the problem of temporary teachers. A financial system of compulsory education primarily on province should be established. We must increase education investment in rural areas, to resolve the predicament of teacher shortage. In addition to comprehensive promotion of teacher employment system, standardize the employing system of teacher employment, management, training and assessment, in order to meet the demand for teachers.
