In 2011, the Ministry of Education officially issued the Basic Education Curriculums Reform Program(Trail), which explicitly pointed out that the course---the comprehensive practical activities---should be compulsory from the third grade in the primary schools to high schools. This course mainly includes: research learning,education of information technologies, community services as well as social practice and labor and social education. This course is a new curriculum field put forward by China in the new round of the basic education curriculums reform program, and it is set up by our government and carried out according to practical situations of the regions and schools.Currently, this course has entered a stage of all-round implementation. However, further researches need to be done on the results of the implementation, the problems in the process and the solutions of these problems. The author applies the documentary study to this topic and refers to the relevant monographs and dissertations, getting a full understanding of the basic contents and the relative research progresses of this course. The author takes advantage of correspondence teaching in our school and conducts researches on the implementation of this course in primary schools in Hebei Province with questionnaires and interviews. This paper mainly focuses on the aspects of the understanding of teachers towards this course, the situations of the teachers, the training of the teachers, the course arrangements, the process of the implementation(the arise of the problems, the establish of the topic, the design of the plan, the arrangement of the implementation and the conclusion as well as the evaluation), the attitudes of the administrative department of education and the relation with the students’ parents and the society. This paper shows explicitly the problems in the process of the implementation with the collection of the data and statistical analysis, and the factors constraining its effectiveness with deep analysis of the problems. It also explores the improvement strategies for the smooth implementation of this course in primary schools, which lays the foundation for the effective implementation of it in the primary schools in Hebei province.This paper contains five parts.The first part is the introduction, which mainly includes the arise of the problems, the significance of the research, the review of related researches at home and abroad, the aims of the research, the ideas and the methods and the innovation points of the research and so on.The second part is the general overview of this course, which mainly talks about the conception of it, the development of it in the mainland of China, some regulations of the Guidelines of the comprehensive practical activities as well as the meaning of it and so on.The third part is the implementation status of this course in primary schools in Hebei province. This part, with the help of questionnaires and interviews as well as the investigations on the understanding of the frontline teachers towards this course, shows the conditions of target formulation of this course, the establishment of the topic as well as the exploration of the resources, the setting of the curriculum, the evaluation and the management.The fourth part is about the problems in the implementation process of this course in primary schools in Hebei Province as well as the analysis of the reasons. Through the survey and data analysis, this part shows several problems existing in the process of the implementation in primary schools in Hebei Province. The first one is that teachers have little understanding of this course. The second is that the setting and the accomplishment of the goal of this course is not ideal. The third is that the establishment of the theme and the exploration of the resources formalize seriously. The fourth is that the evaluation is not comprehensive and the last one is that the management is not systematical.The fifth part is the effective implementation countermeasures of comprehensive practical activities in Primary School of Hebei province. Aiming at the above problems, the author puts forward the corresponding solution strategies. The training of teachers should be strengthened to improve their understandings. The guide towards teachers should be enhanced to make practical teaching goals. All kinds of curriculum resources should be explored to ensure the smooth development of curriculum. The curriculum should be carefully planned and the supervision should be reinforced. The evaluation system should be established and the evaluation mechanism should be perfected. The curriculum management should be improved, and a good internal and external environment of the campus should be established.
