Dilemma And Countermeasures Of Social Work Involved In Temporary Assistance

Temporary assistance is one of the important contents of social assistance,refers to the temporary fall into a serious dilemma of the family to be temporary support to help them through the storm.Ancient language cloud "emergency does not save the poor",but also reflects the temporary assistance in the field of help the strategic significance.Since 2006,a number of policies have directly or indirectly promoted the social work involved in temporary assistance work.D City in 2015 through the purchase of social work in the form of temporary assistance in the field of pilot work,and supporting the introduction of the "D City social work intervention in the implementation of temporary assistance program(Trial)".The pilot project aims to establish a combination of material assistance and psychological and social support,basic assistance and professional personalized service complement,government-led and social participation in the convergence of new temporary assistance mode,and the introduction of P social work institutions for social assistance Of the temporary assistance to provide social integration,ability to upgrade,psychological counseling,resource links,interpersonal repair and other services to achieve self-help.Taking this project as an example,under the guidance of multivariate Welfareism and Polycentric Governance theory,this study uses the field research and literature research methods as examples to analyze the general dilemma that social work involves in interim assistance at present,that is,the social work intervention is not timely,Inadequate coverage of social work intervention services,the effectiveness of intervention in social work is not obvious.Through in-depth study and analysis,the following reasons were: slow administrative approval,low referral efficiency and far more people in actual demand than the definition of "official standards";difficult access to official interim relief resources for non-permanent residents;and large challenges in temporary assistance to social work services;Inadequate talent and experience in the social work sector at the stage and insufficient input of resources.On the basis of further analysis of the above reasons,the following countermeasures and suggestions are put forward on the basis of integrating relevant research results at home and abroad and the experience of this project: First,to improve the timeliness of social work intervention in interim relief,that is,to enhance the efficiency of examination and approval by means of informationization and to build a proactivediscovery Mechanism to improve and perfect the administrative referral system and improve the efficiency of referral;secondly,to expand the coverage of social work involved in temporary relief coverage,that is,the definition of social work temporary relief object should be closer to the "reality standard" to open up social work to intervene temporary residence of non-permanent residents Assistance services;third is to improve the effectiveness of intervening social work in interim relief,that is,to create teams in the field of specialized temporary assistance,to optimize local experience and enhance the special level of temporary assistance services;to strengthen the administrative advocacy and integrate the resources of all parties in social work agencies.It is expected that the above suggestions have a reference significance to the temporary assistance in social work in China.
