Aging of the population is the main trends of the world's population in the 21st century, and also a major social problem in the world. In recent years, with our economy has developed rapidly, the people's living standards continued to increase, elderly population has soared. The "hair wave" is also followed. Acceptance of the report shows, as of the end of 2009, there are 16714 million national elderly population are aged 60 and over, accounting for 12.5% of the total population. Elderly population aged 65 and over are 11309 million, accounting for 8.5% of the total population. This shows that China has entered the aging society. It is speculated that an aging population in China in 2025 will reach 20.00%.2050 will reach 25.50%.In the situation of the social elderly population growing rapidly, make full use of urban elderly human resources, can effectively alleviate the pressure brought by aging, better respond to the challenges of population aging, the elderly experience, knowledge, skills get better play. Employment and entrepreneurship by encouraging the young health elderly, participation in social services help to improve their abillty to self-reliance and living standards, thus reducing the pension burden of the whole society, not only to promote economic development, but also achieve the values of the elderly's.The end of 2005, the employment rate of the cities elderly population aged over 60 was only 17.00%.It can be seen, the old labor resource has not yet been fully developed, the degree of waste is very serious. Therefore, we should intensify urban aged human resources development and utilization.I read and combing the literature and collect relevant information with a lot of time, analyze the status of the aging of our population and the impact on China. The paper combining by literature,interview and questionnaire methods, based on Changchun citysurvey of older persons, use of theory of human capital theory and social support theory, study the re-employment of the urban elderly and the actual situation of the subjective intention and the problems of human resources development in the old people. And proposed based on the empirical research and theoretical analysis.
