Research On The Influencing Factors Of Employment Status Of The Old Rural-urban Floating Population Based On The View Of Active Ageing

The aging of population is the product of the development and progress of economic and social,and it is also a major issue for human society in the 21 st century.Since 2009,the National Working Committee on aging has organized and implemented the national strategy research on population aging.To implement the strategy of actively coping with population aging is to implement the concept of "active aging",actively adapt to the objective law of population aging development,and grasp the three keys of "health,security and participation".Active aging is to take a positive view of the elderly.Their unique advantages in experience,knowledge and skills are important forces that can be relied on for economic and social development.As a special group of the elderly population,the scale of the elderly floating population has exceeded 9 million at the sixth universal time.The report on the development of China's floating population also shows that the scale of the old floating population has increased rapidly since 2000.The old rural-urban floating population accounts for 60%,which is an important employment group in the floating population.We should change or even eliminate the awareness that the elderly is the burden and is only consumers,and correctly realize that they are also important human resources.With the support of effective policies,we can fully mobilize the enthusiasm of the elderly to participate in social development and construction,and the elderly can make great achievements in economic and social development.In recent years,the old rural-urban floating population is the main part of the elderly floating population,and nearly half of the rural elderly floating population have employment behavior.From the perspective of active aging,based on the theory of family life cycle and the theory of family function,this paper uses the data of the national dynamic monitoring survey of floating population in 2015,and adopts the twologit regression model and the interview to analysis.It is found that 42.1% of the rural and urban elderly migrants are in employment.And the old rural-urban floating population aged 60-69 is the main employment group,accounting for 48.4%.The employment ratio of the old rural-urban floating population in the eastern and central regions is higher than that in the western and northeast regions.The employment participation of the old rural-urban floating population with male,high education and spouse is higher.In addition,through the interview materials to explore the real plight of employment of old rural-urban floating population,and through quantitative analysis found that family size,the proportion of family labor force,inter-generational economic support,health status and insurance participation all have significant impact on the employment status of the old rural-urban floating population.According to the conclusion of empirical analysis,and combined with the actual situation,we propose that the government should improve the health policy for all the elderly floating population groups,and maintain the health of the old rural-urban floating population in an all-round and full cycle way.Realize the health guarantee of the whole life of the old rural-urban floating population,so that they can get the basic guarantee when participating in employment activities.At the same time,we need to further explore the measures to improve the social security of the old rural-urban floating population.In addition to ensuring the basic living needs of the elderly,giving full play to the role of social security,we need to let them free from the needs of survival.From the three dimensions of the state,society and personal network and the subjects of the government,community,social organization,family,we can guarantee the employment participation of the old rural-urban floating population.We should promote the employment participation guarantee of the old floating population in rural and urban areas to form a complementary comprehensive system.Finally,we should actively guide the old rural-urban floating population to break the traditional and limitedconsciousness.Responding to the concept of active aging and stimulating the vitality of employment participation.
