With the further development of computer networks, a new network pattern is taking shape where a large-scale network system are available and they can be used for integrated unified resource management and data communication. Based on this new network pattern, a network model that can understand human language is gradually adapting to the human's high demand on the network. The E-Learning is widely popular today, while Web-based learning system is developing from the earlier curriculum relationship system CMC to the Learning Management System (LMS) and Learning Content Management System (LCMS). Advances in technology not only make Web-based learning more personalized, intelligent, but also bring huge opportunities for today's schools to carry out a mixed teaching mode.This article mainly discusses the relationship between learning styles and personality, and proposes the important guiding significance of the individual learning styles, through the theoretical study of learning styles. Through the research on the personalized learning theories, it puts forward the importance of individualized teaching to learners: taking different teaching strategies with the different learning styles of individuals taken into account, which is people-oriented with great respect for individual differences of learners, the scientific basis for effective teaching, as well as the essence of this theory. Finally, it puts forward an idea that in daily teaching a mixed teaching model, combing traditional school face-to-face education and Web-based learning teaching model, should be adopted, taking the advantages of traditional academic education web-based education to the best content. In this way, the quality of teaching can be improved while a variety of educational resources be effectively integrated.To demonstrate the use and impact of the theory in the actual teaching and learning activities, the author conducted field research on the selected university, by the means of field surveys, visits, seminars and so on. Then the author analyzed the actual situation and existing problems of the theory in Web-based teaching activities. Meanwhile the author did research on the specific teaching situation and teaching conflict of the theory in the teaching activities, and analyzed the specific teaching needs of students and the demand for educational software, laying the foundation for the designation and development of Web learning system basing on the personalized learning styles.In the phase of implementing the system, the author selected the test software algorithm with the Solomon learning style test scale as the basis and put up with the way of accessing and analyzing the users'behaviors through a browser-value approach, enabling the computers to complete personalized learning content reorganization to each user through the relevant conclusions. Finally, put the attaining Web learning system into actual teaching activities, and obtain the views of teachers and students on the improvement of the system as well as the suggestions about the promotion of the teaching strategies.
