Research Based Urban Floating Population Reproductive Health Services Management Business Process Analysis

In1994, the "Programme of Action" made by International Conference onPopulation and Development points out all countries should pass the primary healthcare system as soon as possible to provide reproductive health care for all the people ofthe ages. That's to say, until2005,everyone can share the reproductive health care. The17th National Congress of China clearly put forward the idea of the comprehensivedevelopment of the people. That means our government will provide comprehensiveservices and management for the national reproductive health, certainly including thatfor the floating population. As the development of Chinese market economy, populationmobility becomes more and more frequent. It has made great contribution to Chineseeconomic development and urban construction and absolutely it seems theindispensable backbone of the economic and social development in China. According tothe sixth census data, the number of floating population in China has reached260million which is an increase of85.7percent from the fifth census data. Absolutely, inorder to improve the level of national reproductive health effectively, it is impossible toignore such a huge crowd. By the guidance of the given policy, all levels of governmentinsist on innovation and has achieved certain succeed. However, there is a great need toimprove on the urban floating population reproductive health services management. Thethesis combines the theoretical and empirical research; use the methods of literatureresearch, interviews, process descriptions, process analysis and expert advice etc.; applythe mode of "two lines and dual perspective" that two lines of the administrative andoperational management and both perspectives of supply and demand in order todiscuss the demand status and supply status quo of the Chinese floating population ofreproductive health Services management at present. Meanwhile, the thesis analyses theproblems and influencing factors in the service management, and optimizes22items offlow chart on reproductive health services management of the floating population. Onthis basis, as the core of the flow of information management and information platform,as a means of organizational performance appraisal, with the system resources,organizational carrier, decomposition processes and related operational guidelines, thethesis proposes to establish a "rapid response" multisectoral cooperation mechanismmultisectoral collaboration mode. It explores and establishes the mode of "leaddepartment management" which is executed by the floating population servicemanagement center and the Proxy agent mode of the service station in the governmentadministrative service hall. It promotes reproductive health services management for thefloating population should be more and more standard, efficiency and humane.
