Study On Community Services And Management For Floating Population In China

Floating population is one of the most important human resources. According to statistics, China's floating population has reached 221 million at the end of 2010. Over these years, they made outstanding contributions on China's urban construction, economic development, job security and many other areas. However, it should not be overlooked that the rate of population growth recently is to some extent over the pace of development of the city, which has led to some urban problems, such as social security, employment, competition, urban public services, social inclusion and so on. To solve these problems, the Government should change their ideas, innovation system, improve the mechanism, rich means of organization promptly.This study use some qualitative and quantitative research methods such as literature study, comparative study, questionnaire study and Information Research System (PADIS), Firstly, collected and sorted relevant concepts and theories, made clear definitions on floating population and community service management, discussed the causes problems of floating population on a theoretical level, and analyze the community service management from multiple perspectives. Secondly, summarized the status and characteristics of China's urban floating population, reflected the present situation of floating population by monitoring the data of their age, gender, education, employment, income, housing and other aspects. Thirdly, introduced the foreign community service management model, such as diverse community welfare and social community service", reviewed the management policies of community service, summarized the practice of China's community service management. Fourthly, a empirical study on need-supply of community services and management in Harbin. In this part, I surveyed and analyzed the individuals, families, economic and security affairs through full statistics and sample surveys. Restored the status from family planning, security management, community welfare, autonomous organizations, business management, labor and employment, and summarized the problems on floating population services and management. Finally, proposed the new mechanism of floating population service and management. Construct the basic principle, innovate the protection mechanism, operation mechanism and dynamic mechanism of floating population service and management.
