The study takes Beijing Huiling which is a service organization developing from early time as anexample to explore the implementation of community-based service for the intellectual disabled and topresent the service concept and plan, service content and working methods, as well as results andproblems of the community-based service.The study adopts quantitative method, as well as in-depth interview, participant observation andother methods to go inside the service organization to carry out a comprehensive study of thecommunity-based service for the intellectual disabled. Meanwhile, the researcher uses the theory ofSocial Ecological Systems to analyze the community-based service respectively in micro-level,mezzo-level and macro-level. Moreover, the paper provides some suggestions according to the problemsof the community-based service.In this study, we discover that in micro system level, the community-based service getsconsiderable results in the living, social interaction and employment of the intellectual disabled, butindividualized service for the intellectual disabled and the service quality is necessary to be improvedbecause of many defects in human resource management and supervision mechanism of theorganization. In mezzo system level, the community-based service includes some aspects of service forthe clients' parents, but the parents' participation in the community-based service for the clients' is notenough, and in the aspect of peer group, the intellectual disabled get peer support from each other, whilelacking interaction with other groups. In macro system level, the community and social resources areutilized effectively, the intellectual disabled are able to interact with community residents in some extent,but the community and social integration degree of the intellectual disabled is still very low. Thecommunity-based service still stays in form, which is mainly reflected at the space level and the aspectof resource utilization, while the community-based service still faces significant obstacles in thecommunity and social integration of the intellectual disabled.
