The Research On "Government Management" Management System And Operation Mechanism Of Chinese Competitive Sports

Since the founding of New China, China's athletics has made brilliant achievements in competitive sports, the success of China's standing among the nations of the world to a new national image, especially the remarkable record of the2008Olympic Games in Beijing, China in the medals table first to lead the pack, so that the "competitive sports" became the words of world attention. The next period of development, China's athletics what should shoulder what responsibilities, what should the direction of development of competitive sports management system towards where?In this study, literature, expert interviews, questionnaires, and Mathematical Statistics Law of the management system and operation mechanism of athletic sports,"government managed" in-depth study and want to review the course of development of competitive sports management system our experience; and some enlightenment abroad, combined with the current national conditions of China initially explored a suitable for China's next stage of the viable system and operation mechanism. Preliminary discussion and analysis, the following conclusions:1, sports "government management" the problem that manages system existence lies in:(1) the institutional settings showed politics, thing, a state agency.Government decision makers, coordinator and operator three roles in a body, the State Sports Commission, the All-China Sports Federation and the Chinese Olympic Committee three brands, a forces is the epitome of this state, is actually playing politics, thing, agency and a role.(2) division of authority relation is not suitable, authority duty is not clear.Our country government management system in the rights issue, each department is ambiguous, and the right is too concentrated, regulatory system is not sound problems.2, our country athletics "government management" management system operation mechanism is expressed as:(1) personnel training mechanism has:level three training network limited, the combination of sports and education not to implement it, the scientific training level is low problem.(2) lack of long-term incentive mechanism, value orientation and flexibility.(3) athletes security coverage is too small, can not guarantee that the vast majority of athletes, coverage is too narrow, which protects the surface cannot patronage of all players, and confined to the accidental disability.The placement of retired athletes in single form, the distribution of national coverage is small.(4) athletes flow channel not free, the presence of severe local protection.3, improve China's competitive sports "government management" management system and operating mechanism from the following aspects:(1) using the "government" management system and operation mechanism, should choose suitable project has reasonable management, in the "government dominant, rely on a society, each" below premise, mechanism set layout.(2)"to improve government management" management system and operating mechanism of corresponding regulations system, personnel training, support, encouragement, the placement of retired, talent exchange mechanism and legal system.(3) the establishment of a comprehensive, flexible, fairness, efficiency, and the combined excitation of long-term incentive mechanism and comprehensive, socialized, diversified security mechanism.(4) according to the specific sports, pay attention to the training and education, encourage the independent choosing profession, and the use of modern computer technology athlete retirement placement mechanism.(5) to improve the project layout, published policy of form a complete set, increase the strength of talent exchange talent exchange mechanism.
