Based on MBO (Management by Objectives) theory, Performance theory and theory of Motivation, this article makes in-depth research about the existing performance management in HD Group and suggests many a problem need to be dealt with. From the perspective of Balanced Scorecard Theory and under the guideline of key performance indicators, this article is aimed at proposing some effective measures for performance management and evaluation system in particular, thus helping HD Group achieve greatly in sales volume.Firstly, after exhaustive review of performance management in the chain department stores and a good overview of performance management theory as well as its three systems, this article puts forward a research frame. Secondly, after the analysis of the current situation of Human Resource Management in HD Group, problems have been found in HD in the following aspects:Strategic docking, Payment docking, Humanity Hypothesis, Appraisal Cognition, Index setting, Assessment Criteria, Assessment feedback and Application of the results. Based on this analysis and the strategic objectives of HD Group, three levels of BSC-based performance management system is established with a view to exploring and researching the long-term and short-term performance management index of Group's headquarters, Department stores as well as individuals. In addition, it is suggested that security organizations set up and senior management support guaranteed, so that the system of performance management can be moved forward. Also getting a better idea of performance management via training and enhance guidance and communication in the process of implementing performance management can help make the best of performance management to motive staff. All in all, only we have a vicious cycle of objectives, assessment, and rewarding system can we improve performance management to a higher level.
