Study On The Carrying Capacity Of Construction Land In Regional Development Planning

During the critical time of large-scale development and construction for Liaoning coastal economic zone and Shenyang economic zone, located in the strategic superimposing region of the two zones above, Yingkou development exerts direct influence on the two zones. Rapid economic development gives rise to tremendous pressure in land, and such issues as severe cultivated land protection situation, contradictory and outstanding supply and demand of construction land have to be settled timely.In order to alleviate the increasing contradictions between supply and demand of construction land, this article refers to the researching methods, by which the resource and environment carrying capacity and developing intensity and development potential are researched in the Major Function Oriented Zoning planning. With the powerful function of GIS, combined with the actual situation of construction land in Yingkou, based on data of the discussion group, and Mapinfo8.5 as data management and spatial analysis platform, attribute data are logged, dynamic grid is made, such analysis methods as terrain, buffer and overlay analyses are comprehensively used, the total of construction land is measured. And then, the construction land is classified into three grades. Finally, according to the actual situation of construction land and the development strategy of Yingkou, this article makes the rationalization proposals for exploiting priority scheduling and sustainable utilization construction land.The total area of construction land is calculated in this way such limited factors as terrain, cultivated land and ecology are deducted gradually with combination of dominant factor and comprehensive evaluation methods. Based on it, grade classification is completed with improved Delphi Model and comprehensive application of GIS technology, having significance in simplified procedures, efficient calculations, strengthened objective authenticity of the conclusion, boosted accuracy.Based on actual situation of Yingkou, Construction land carrying capacity is analyzed form perspective of regional development planning with GIS technology, and the conclusion coordinates to the actual situation basically. Existing material indicates some disadvantage in the study of construction land's carrying capacity; therefore, analysis of this article has significance in definition of development regional, rational time in the future, control development intensity, scientific and coordinated development of economic, population, environment and resources form sustainable perspective.
