The Study Of Regional Sustainable Development Of Zhumadian City Based On Water And Land Resources Carrying Capacity

Sustainable development strategy is common choice of human society, while the regional continuable development is the most idiographic, realistic and significative portion. Water resources and land resources all have important influence on the population and the industry layout, but the extent to which is different. Land resources can't be moved, land revenue has gradually decrease. The land resources, which is the charicteristic of regional unmoveable and gradually decrease of land revenue, is the fundmental supply headspring of the foodstuff and subsidiary eatable that people relay on, and has decisive influence on population carrying capacity. Although water resources is renewable and can be distracted from one district to other district, it is fearfully restricted by certain district and period of time.This paper uses the comprehensive evaluation method of fuzzy mathematics, the composite index of water resources carrying capacity of Zhumadian city in 2007 has been calculated. This paper uses objective programming method, the water resource carrying profits and losses of Zhumadian City in the future has been estimated and predicted. This paper uses Xietingsheng's model about forecast of foodstuff output, the foodstuff output of Zhumadian City in 2010 and 2020 has been predicted. Through superposition analysis about water and plantation resources carrying capacity of Zhumadian city, the spatial distribution about water and land resources carrying capacity of Zhumadian city in 2020 is compartmentalized four zones. The first one is the zone of water and land resources without strong pressure, including Queshan county, Zhengyang county and Biyang county, the second is the zone of water and land resources without pressure, including Suiping county and Runan county, the third is the zone of water and land resources with pressure, including Shangcai county, Xiping county, Pingyu county and Xincai county, the fourth is the zone of water and land resources with strong pressure, only Yicheng District. They are classified with different types of the population and industrial distribution. Based on space allocation map of land and water resources carrying capacity of Zhumadian City in 2020, we can descry that water and land resources carrying capacity of Zhumadian City in the future declines from the south-west to east-north, which accord with the spatial distribution of water resources of Zhumadian city. At the same time, it shows that the restriction of water resources is stronger than land resources in the futhure unborn development of the Zhumadian city.Because the area of Zhumadian city is small, the natural characteristic difference among counties and district in the city is unconspicuous. we investigated and researched on the spot, consulted the existing research achievement, combined with actual Zhumadian city. According to the divisional result, this paper brings forward mechanisms, modes, policys and advices about regional sustainable development of Zhumadian City based on water and land resources carrying capacity. The mechanisms of regional sustainable development have five aspects; the common mechanisms of sustainable development are to establish scientificly decision-making mechanism, to perfect product value mechanism of water and land resources and to push cleaner production audit mechanism; the mechanism of sustainable development of the zone of water and land resources without strong pressure is to perfect ecological compensation mechanism; the mechanisms of sustainable development of the zone of water and land resources without pressure are to innovate sustainable development mechanism agriculture and to consummate assessing mechanism of cadre; the mechanisms of sustainable development of the zone of water and land resources with pressure are to consummate support mechanism of science and technology, to perfect advantage and oriented mechanism of birth control; the mechanism of sustainable development of the zone of water and land resources with strong pressure is to strengthen governmental mechanism of macro-control.The modes of regional sustainable development have five aspects; the common modes of sustainable development have zoology mode of the methane reused, the floodwater prevention and disaster reduction; the modes of sustainable development of the zone of water and land resources without strong pressure have mode of fathered hill, model based on zoology county; the mode of sustainable development of the zone of water and land resources without pressure has Runan county's mode of protecting and empoldering shoal; the modes of regional sustainable development of the zone of water and land resources with pressure have the alteration mode of medium and low cropland, Xiping county's mode of intensivism land; the mode of regional sustainable development of the zone of water and land resources with strong pressure has the city development mode of abstemious land.
