In recent years, with the power system continuing to expand the scale and complexity of the gradual increase, the power system blackout occurred frequently worldwide. It is easy to find that blackout will cause social unrest and great economic losses to the national development and people's economic livelihood, as well as the community as a whole. In recent years, China's natural disasters, has put pressure on the security and stability of the power grid.Meanwhile, blackout is not evitable because each system is not absolutely through the views of system theory and reliability.At present, constituted by the power equipment and facilities, the physical power system has been attached more attention on. However, the power system is not isolated. It exists in the natural and social environments, and will be subject to the natural and social environments. This paper argues that emergency power system for the risk of disasters is constituted by the risk of it, disaster carrier, vulnerability of the carrier, disaster prevention and mitigation capabilities. In general, the higher the frequency of the disasters is,the greater the losses caused by disasters are. Power emergency management is mainly used to cure major emergencies of power system. In order to improve the capabilities of power system emergency management, it studied on the prevention, preparation, response and recovery mainly.Through analysing the cause of occurrence of blackouts at home and abroad, and the experiences and lessons from these blackouts, this paper points out the common laws. Through a comprehensive analysis of current situation of Suqian regional power system, taking full account of Suqian regional power system conditions, learning from the already established relatively complete systems of emergency management, the paper use scale method to get judgment matrix, and then use the AHP to determine the weight in the calculation of the weights obtained by the summation method or invariance to improve accuracy. Eventually, through the construction of urban power public emergency capability evaluation index system, building the power emergency management system of Suqian region, several rational proposals are given for the building and improving of emergency disposal system in the paper.
