Recently, the competeney is one of the critieal issues on human resource management. As the main stay of the enterprise, whether the top managers eompeteney can meet the demand of their duty will directly affect the performance, the management and the development of the enterprise.The purpose of this paper is to explore the competeney for top managers and modeling structure of the competeney.Competency is persistent and latent. It is concerned with those who have the given station. It has a causal relationship between effective and excellent performance which is at the situation of work. Competency Model is the combinatorial excellent competence structure which is aimed at the given position.This paper chooses top managers of China Aviation Industry Corporation I as the research object, workouts the interviewing resume of premier manager, party member secretary and subaltern top manager. With the Behavior Event Interview, it discusses what competency is needed to the higher manager of China Aviation Industry Corporation who wants to perform excellently.The research finds the 12 competency of the higher manager, that is strategic thinking, study innovation, achievement motivation, team cooperation, decision-making, organizing watch, influencing force, intellectuality cultivation, oriented client, relationship designing, comprehensive ability, responsibility sense. Moreover, it discusses the meaning and demand of the 12 competency, which can provide the reference to human resource management of the higher manager including invitation and choose, cultivation and exploitation, performance evaluation and stuff assessment, salary management, vocation management, and so on.
