Implement Effect Evaluation Based On AHP Spark Program

Science and Technology program effect evaluation started late in China, the research base is relatively weak and it's complicated to evaluate the implementation impact. Science and Technology program evaluation is the need for reform and development of technology, aims to enhance the scientific and democratic in decision-making process, improve the quality of government's macroeconomic management and adjust the investment direction and areas of technology program timely.This paper studied on the Spark Program implementation effect with modern economic management theory and modern statistical theory method as a guide, comprehensively used performance management, mathematical statistics and other related methods. Based on extensive research, I finished theoretical and empirical research on the Spark Program from 2003 to 2009 implementation effect, proposed scientific and workable plans to Spark program implement effective assessment system. First, analysis and describe the significance of implementation effects of the Spark Program evaluation practical and theoretical, and establish the methods on implementation effect evaluation research of the Spark Program. Secondly, according to the Spark Program's content and actual situation, Spark Program implementation evaluation system contains a total of 35 indicators separately from the Spark Program, Agricultural Science and Technology Park, science and technology special commissioner. After analysis the commonly used method of empowerment indicators commonly, we used the coefficient of variation method and Analytic Hierarchy Process method to calculate the index weight, then, use comprehensive index evaluation method to determine the comprehensive assessment value. Finally, this article conducts Spark Program 2003-2009 empirical data analysis to get assessment result, and gives certain recommendations and measures on how to improve the implementation in the future.
