Study On The Evaluation Index System And Method For Regional Comprehensive Transport Planning Program

In recent years, in line with implementing the scientific concept of development and changing the way the guiding ideology of the traffic development, our country is to develop comprehensive transport planning and construction, this is a complex and difficult system engineering. For China's academic community, the comprehensive transport planning is also a development in the emerging disciplines, to comprehensive transport planning program evaluation is one of the special technology. Through the scientific system of the evaluation of the planning scheme to find the deficiency, and grasp the regional comprehensive transport planning is the weak link, ensure that regional comprehensive transport system toward better. At present, China's comprehensive transport planning program evaluation from the overall perspective in the stage of exploration to the plan, the lack of system, scientific evaluation mechanism, has not been set up scientific and effective evaluation index system, quantitative evaluation method and the corresponding evaluation standard.This paper aimed at the problems in evaluation of regional comprehensive transport planning, and studied the connotation and the core concept at this stage. Based on the differences among the evaluation purposes and role in every aspect of comprehensive transport planning, the paper put forward a more complete evaluation index system of regional comprehensive transport planning based on enforceability and expected results. Meanwhile, combined the characteristics of the evaluation index system, the paper layered evaluation in two steps, respectively, evaluated the enforceability and expected results based on levels of AHP-Entropy given the right of fuzzy comprehensive evaluation and the gray relational grade, introduced an assessment ideas based on a combination of OWA operator in the evaluation process and combined two system level evaluation result using weights by position to get the comprehensive evaluation value. Finally, used the proposed regional comprehensive transport planning evaluation index system and methods to evaluate Xinjiang's comprehensive transport planning program. It has been proved that these ideas and methods operated well and worked on a guiding role.
