At the same time, many problems have encountered in their implementation, such as:college students are not suitable for rural living standards, the admittance, management and withdrawal mechanism is not sound, the relevant policy lack the certainty as the administration of the statutory guidance outside. This article perspective "University Student Village Cadres" policy sustainability in policy execution, reasonable guide in college-graduate village official, promote the university students' a rational choice.The object of this research is University Student Village in Beijing, as the application of new stakeholder model, selected stakeholders and methods to make a comprehensive evaluation on Student Village. Through the analysis of stakeholder research, we cam drawed:the relevant parties under the guidance of policy goals in diversity formed their goal, on the application of different methods existed in conclusion are consistent, sealed aspects, there are also the paradox, the defects of this comes from policy itself more rooted in policy, the deviation in execution.Although there are many policies support, the "Student Village" policy don't have strong sustainability. To change this situation, we need to strengthen national policy stability with strengthen market free competition. Through the social employment guidance institutions of the systematic development, college students' employment ability enhance, the rural economy self-development, make human capital reasonable configuration and free flow in the Labour market.
