Study On Rural Idle Residential Land Utilizing On Building A Resource-saving And Environment-friendly Society

With the rapid development of urbanization, the high-speed non-agricultural of rural population and the rapid erosion of agricultural land, the fast growth of migrant workers and their family members moved into cities which lead to large number of idle residential lands in rural areas and become bad to worse. Those idle residential lands not only waste of land resources but also bring lots of unstable factors for countryside's development. Meanwhile it's also a severe challenge for the construction of new countryside. It is meaningful to research rural idle residential land under the background of creating resource conservation and environment friendly society which contribute to promote rural land resources conservation, intensive and effective use.This research is based on questionnaire and on-the-spot visit, combine with the second land survey statistics; we use the method of mathematical statistics, SWOT and so on. Via analysis the definition, reasons, classification and influence about idle residential land; explore the strategy of utilize idle residential land; proposes the solution for idle residential land according to resource conservation and environment friendly. Main results and conclusions are as follows:1. Rural idle residential land defines as the phenomenon that the residential land and their attachments are vacated, abandoned and neglected. They are scattered, big amount with different idle states.2. Idle reason is complex, mainly affected as follow:the rural resident of its resources endowment and family resources endowment changes; rural residents house-site related legal regulations and cognition is not enough, land-saving consciousness is not strong; residential land status changes; residential land relative legal system's defects; planning and management is defective and reusing idle residential land is lack of incentive mechanism.3.The idle residential land are classified from five aspects that is the idle causes of residential land,the idle scope,he degree of idle time and the idle subjective factors.4. Analysis the strategy of idle residential land usages in Junshan area Yueyang city based on-the-spot investigation and SWOT.5. Suggest that by expediting and consummating relevant legal system construction; allowing the use right of rural residential land to circulate; establishing the perfect orderly idle residential land circulation market, using incentive policies formulated idle; building up the distribution system of income about using idle residential land; enhancing propaganda; strengthening the audit, investigation, statistics works; enhancing rural planning; adjusting measures to local conditions, and taking various measures to promote use of idle residential land.
