The Studying Of Idle Land Utilizing Based On The Environmentally Friendly And Resource Conservation In Changsha City

With the rapid development of society and the rapid economic growth, urban land use and environmental protection, resource conservation are more and more seriously considered in many countries, and the use of urban land is the first encounter in the current urban land resource management and planning in many countries. The existence of idle land increased the chaotic land market, which is a waste of valuable land resources and a serious threat to the survival of future generations and socio-economic development.Changsha idle land use is a study based on two types of society of social construction and these researches can be resolved status of idle land in Changsha.It is really useful to achieve the problem of idle land for the current study, the future development of the use of construction land development regulations, preventing idle land t, full function of land resources, and so on.This paper uses field survey methods, statistical analysis, qualitative analysis and quantitative analysis and other methods of system theory to analyze the information of idle land in Changsha, the results of the study are followings.(1) Commercial Service land use involved in vacant land in Changsha City is the largest area of 845.78hm2 (accounting for 41.12%); followed by is residential land area of 684.70hm2; the third one is the industrial (warehouse) area of 382.70hm2.(2) Idle land of construction project land and park land area in Changsha City accounted for the total area of 61.27% and 34.78%. The largest idle land of project land is residential land, and the largest type of park land is industrial idle land.(3) The reasons of the idle land for Changsha City government was mainly landmark planning control, highway and railway planning control, the city did not move in time for the land, and the road network adjustment. Land units mainly due to their own land unit annual inspection and issues, companies that write-off funding, historical issues, the unit of land economic speculation and so on.(4) The using of idle land in Changsha City in general should give priority to commercial and residential land, industrial land and green space are three types of idle land in accordance with the specific regional situation on the ground combined with the environmentally friendly and resource conservation of social construction based on the seven regional development and utilization planning.(5) The project and park land mainly for industrial using; the land idle ahout less than two years and the short of residential, and the land about at least two years of the long main commercial service sites,which are warnned concerns in Changsha idle land types of land.
