Project Scope Management On Metadata Management Platform In The Domestic Telecommunications Industry

Metadata is the description of data resources, the English name is "Metadata", usually interpreted as "data about data".Metadata is information that sharing and exchange of the basis and prerequisite for the data set used to describe the content, quality, representation, spatial reference, management, and other characteristics of data sets. Enterprise information architecture as the infrastructure support, metadata, role and value of technology has been widely recognized by the industry, large enterprises in the construction of increasing emphasis on IT, especially in Chinese telecommunications industry and the financial industry.In other industries such as tobacco, tax, electric power industry has entered a substantial building.Since January 2009, China formally entered the telecom industry, the era of full-service operation, the three operators are facing unprecedented opportunities and a full range of intense competition. Development as the market matures, operators in the domestic monopoly of resources and products more competitive on price dilution, competition in the telecommunications market gradually takes on new characteristics.From the operator's business restructuring began, in the future for a long period of time, the development of the domestic telecommunications market will be highly exploratory. Can rely on short-term launch of a new technology or new products to gain huge profits, or even drive the rapid development of industry, but this model is clearly not a long-term strategy. For today's telecom operators, when the external resources and environmental advantages are fully utilized, the internal resources of the deep excavation using a new model to be an important direction of development. In this industry context, the Business Intelligence (Business Intelligence, hereinafter referred to as BI) began to enter the telecommunications industry. The so-called BI, is specifically for enterprise data acquisition, management; analysis, display, data for multiple applications support system, at this stage, the domestic telecom operators mainly for the application of BI in the construction business management analysis system to support data analysis.The current carriers Application Management Analysis System types include KPI (key performance enterprise) indicators, thematic analysis, data mining, real-time inquiries and reports, etc., these applications not only to the large number of business topics, but also by the number of integrators jointly constructed.Therefore, the metadata in the actual construction of the project process, because the telecommunications industry and the business analysis system features metadata management system itself, the presentation of the special features, making project management methods and processes also need to make targeted adjustments, emphasis and innovation.In this paper, combined with China Mobile Group and the provincial company analysis system instance metadata management platform, and by analyzing the characteristics of the project implementation process, summed up the project management in the telecommunications operators to implement metadata management platform and the difficulties encountered in the process problem, and the use of modern project management theories and methods, the process of the entire project in-depth analysis, the key elements for improved methods and innovative mechanisms such as research results. And in the actual implementation of the project construction process summarizes the research achievements obtained to further improve the idea.
