With the new round of restructuring the telecommunications industry, all the operators of telecommunications are actively launching strategic disposition of value-added services in their full active business operations. Providers of China Telecom's positioning integrated platform have also started the upgrade construction of business navigator platform. The objective of this platform construction has been unified by China Telecom, and for this kind of unified construction method, it is urgent to introduce the project construction management mode of project management innovation platform.In this paper, project characteristics of platform construction in transition period was analyzed, and modern theories and methods of project management were used to carry out an in-depth exploration on the transformation of business management and mode as required by the construction of integrated platform. In order to study the issues of project management in the project of optimization and transformation of business navigator platform of a China Telecom's branch company, the paper was started with concepts and theories relevant to project management, focusing on requirements and practical issues of case project objective, so as to carry out project optimization design. Then, the project of transformation construction of business navigator platform was chosen as the object of study, and concrete study was then carried out in accordance with the project's overall management process:prior to project and decision establishment, the organizational structure selection was made, and the key steps of project team construction and project overall management in project implementation was then summarized, during which, cases were used to show the practical results input by management tools such as top-down method, bottom-up method, comparison method and scoring model:task decomposition, planning and optimal selection and so on. Finally, case analysis was adopted to seek multi-agent communication problems and solutions existing in the project of optimization and transformation of business navigator platform of a China Telecom's branch company in a certain province in the transition period, so as to obtain the countermeasures for improving the communication and management levels of major projects Through optimizing production processes and management mechanism, perfecting communication and management methods of platform construction project.Through project piloting, Anhui Telecom has explored a lot of means like practical project manager system, overall management optimization, collaborative communication mechanism construction, thereby having accumulated management experience and talents of value-added platform construction. However, at present, the company's internal project management system is not yet mature, it is still necessary to refine project management requirement constantly in work, so as to improve management level and enhance corporate competitive advantage.
