| With the development of the economic globalization and under the premise of regional blocs, the Central Government actively develops the economy of Xinjiang; it will make every effort to reduce the economic gap in ten years and in 2020 achieves the well-off society target. It has practical meanings to continue developing the foreign trade.In the fifteen countries bordering on China, there are eight countries border on Xinjiang, including the world's largest country of resource-- Russia. Xinjiang Uygur Autonomous Region borders on Altai, Kemerovo, and Krasnoyarsk Krai of Russia with the boundary line of 54 kilometers. Siberian Federal District, which occupies over 80% of resources of Russia, is close to Xinjiang. As a neighbor of Xinjiang, Russia has maintained the bilateral cooperation in trade historically with great potential.In recent years, the relationship between China and Russia has developed rapidly in political, economic and cultural areas, especially the cooperation in trade. In these years, Xinjiang Uygur Autonomous Region pushes forward the cooperation in economic and trade with its inherent advantages of geography and resources so that the cooperation in economic and trade with Russia has developed rapidly. But no doubt, in the situation of actively developing export-oriented economy in Xinjiang and striving to join the WTO of Russia, cooperation in trade between Xinjiang and Russia will have a better future and face more good opportunities.Based on this background, this paper will do the research to discuss the trade cooperation between Xinjiang and Russia based on the general theories and analysis the qualitative method and the quantitative method. At present, there are many studies on cooperation in trade, investment, technology and so on. But the study of cooperation in economic and trade between the local area in China and Russia is relatively small, which mainly concentrated in the cooperation in economic and trade between Northeast region of China and Russia. There is little research discussing the trade between Xinjiang and Russia. This paper will discuss the situation of cooperation in trade from the perspective of empirical analysis, using analytical tools of trade intensity index and quantitatively describe the close trade links between Xinjiang and Russia. Then the paper will discuss the environmental conditions and economic complementarities between Xinjiang and Russia. With geographical proximity, better political and economic cooperation platform, there is high complementary in many areas, including resources, human resources, industrial structure and others. Therefore, it's feasible to have cooperation in trade between the two sides. Then it will sum up the problems of trade between Xinjiang and Russia, including small-scale bilateral trade, poor investment environment, narrow areas of cooperation, lack of information and direct trade port and so on. Finally a series of further promoting measures will be put forward, including strengthening the functions and support of government and adjustment of industrial structure, optimize the export structure. |
