As a large population and agricultural province, it is eventually undisputable fact that the final consumption is low in Henan. Through reverse reasoning process, it is founded that the rural resident's consumption shortage is the main cause. For that reason, firstly, from the Angle of consumption coefficients and the Engel's coefficient based on Statistical data, it proves that rural residents' consumption level has entered into the style of developing-enjoyment. Rural residents'marginal propensity is higher than urban and is gradually rising. At the same time, by the analysis of structural changes, contribution and so on, it is proved the consumption structure changes severely, the proportion of food spending declined obviously and the consumption structure of concentration tends to scatter in recent years, the contribution of transportation and communications, recreation, education and Cultural services, medicine and medical Service are bigger than before obvious. Through the establishment of ELES model for the analysis of consumer spending, it shows that the other goods and services, clothing and traffic and communication belong to high-grade goods, the own price elasticity of traffic and communication, clothing, medicine and medical Service are in the former and the food's cross price elasticity is bigger than others. On the basis of ELES model in through the comparison of the comparison between urban and rural residents, the basic consumer spending that urban resident basic consumer spending and rural residents basic consumer spending are stable, but rural residents of basic consumer spending growth trend is slower than urban residents'. This is one of the important reasons for consumption insufficient.Secondly, the paper deeply analyzes the income level, the basic consumption, consumption environment, population structure and production costs and so on restriction factors. Through the establishment of adaptive expected model and permanent income model, it is expected revenue and permanent income and consumption are significantly related which are influenced by current income level deeply. Furthermore, using Grey Relational Analysis, we find that income from household business and consumption are most closely related. However, the instability of the income from household business lower short-term or long-term expect, which effects the rural residents' consumption expenditure. In the environmental factors, this paper mainly analyzes three factors which are the social environment, cultural environment and the basic environment; we find that the three factor influence the consumption obviously. Through the regression results of the four population structure models, we know that the rural residents pay more attention to "keep son" than to "endowment". Due to long-term birth control policy, the reduction of Children Dependency Ratio decreases the rural residents' consumption.In the end, based on the analysis of the attribution, absorbing the existing research results, in view of the current rural residents' consumption shortage problem, this paper puts forward some suggestions.
