Cultivated land resource is a kind of scarcity resource, is the essence of land resource and the precious wealth of the human society. The cultivated land protection is one of our basic state policy, is the national food safety foundation. A certain amount and quality of cultivated land resource is the necessary condition to guarantee grain production. China's basic national conditions is has a large population, the amount of land possessed by each individual t is low, because of insufficient arable land resources, population growth and economic development demand on food, to ensure that food safety policy has become the basic goals in China.2010 central first document put forward"steady food ensure supply"approach,to ensure food and the main agricultural products production develop stable.As the organizers of the farmland operation, farmers is the most basic rural microeconomic units, farmer's arable land-management decision-making behavior decide the agricultural productivity and growth rate. From microcosmic angle to research the arable farmers'behavior of production and utilization, and attitude, method and change state, revealing the microscopic foundation of farmland use, have a very great significance to improve the policy of farmland protection in China and enhance the efficiency of resource use,to implement of sustainable use of land resources and to ensure food safety.Paper is divided into five parts:the first part describe the background and the significance of research, confirm the content and research methods, and reviewed the factors to influence the behavior of farmer and cultivated land use; The second analyzes the theoretical foundation, the hierarchy theory of needs maslow's, theory of behavior economics,,limited rational economic man theory, theory of sustainable development, do guidance to the back of the empirical analysis; The third part, summarizes three features of cultivated land use in Yucheng District:the dual objectives of farmers, land-use fragmentation, lowly commodities of agricultural product,and analyze the utilization behavior of cultivated land in three aspects, such as the cultivated land use decisions, production inputs, new technology used, researchers found that some farmers do concurrent-business and have diversified income channels, land use is trend to be a sideline; High-income households have a higher proportion of non-agricultural income, the extent of farmers concern about the arable land is decline, the farmers pursit of short-term economic benefits, use large amount of pesticides and fertilizers;in technology choice, farmers pay more attention to if the new technology can increase revenue; The fourth part, establish logistic models, analyze the influence factors of affect household land use behavior, conclued that age, land size, household income, the main source of income and the income of farmers are the main and important factors; The fifth part, come to the conclusion that the determinant factor of farmers land use decision is the economic interests and incomes of agricultural. Some economic incentives ways can effectively promote farmers tend to optimize the land use,realize the benign development of agricultural production. And put forward the countermeasures and suggestions that the state increase support, improving farmer enthusiasm; Strengthen land circulation, develop agricultural land scale operation; Guide farmers establish professional cooperatives, improve the land using tissue service function; Strengthen the education training, improving farmer science and technology quality; Improve rural infrastructure construction, strengthen the ability to resist the risk of agricultural.
