Study On Urban Land Reservation And Management In Yucheng District, Ya'an City

Since urban land use system happened in our country, urban land market has begun to grow up. The establishment and development increase finance income; improve urban land market and real estate finance market. But because of the deficiency of the system, there is a gray market. Many people and organizations expropriate and remise the land secretly, so the national assets pass away and land market is confused. Urban land reservation and management has come into being.As a new born institution, the present theoretical research and practice of urban land reserve institution are still at the starting stage, lacking further systematic research. The extant problems of the institution, such as different modes and effect in different city, uncoordinated regulation and imperfect mechanism, have become an obstacle of the perfection of the institution. Therefore, it is necessary to study these problems objectively, analyze the profound reasons , study the feasible settlement and direction of standardizing and development under current condition , resolved these problems through theory and practice in order to perfect the urban land reserve institution and urban land reservation and management.On the basis of synthetically analyzing the studying progress of the urban land reservation and management, the paper uses several economic theories, such as the theory of land market, the theory of market failure > the theory of government failure and the theory of institutional change, to put forward the theoretical foundation of urban land reservation and management. Secondly, on the basis of analyzing the background , operation modes and implementing situation of the land reserve and management in Yucheng district, Ya'an city where the economy is lag behind from the eastern city in China, this paper draws the enlightenment for us. Thirdly, the paper analyzes achievement brought by the institution and the current Problems of urban land reservationand management in Yucheng district,Ya'an city. Finally, based on theexperience of urban land reservation and management in Shanghai, Hangzhou, Wuhan, the paper put forward a series of feasible tactics and suggestions to develop and perfect this urban land reservation and management system in Yucheng district,Ya'an city.
