Study On Transfer Payment System Based On The Goal Of The Equalization Of Basic Public Services

For the last 30 years China's economy maintained rapid growth. In 2010 China overtook Japan to become the world's second largest economy. And on the whole, the people of China have reached a well-off standard of living. Therefore, there was rapid growth in demands for the public services of education, health and medical service, social security, and etc. At present China is passing through a transformational period. Speedily increasing of public demands in the whole society now becomes the outstanding conflict to server shortage of basic public goods and insufficient provision of public services. It is the important tasks for China to build up the harmonious society in order to implement the spirits of the 17th National Congress of the Communist Party of China(CPC), gradually establish basic public services system adoptable to the situation of China, promote the equalization of basic public services, and strengthen the governmental capability of providing basic public services. Intergovernmental transfer payment system is an effective way to achieve financial parity and promote the coordinated development of the region. It is an important measure to achieving the equalization of basic public services in China.The body of this thesis is made up of four chapters. Chapter 1 illustrates the significance of this research and summarizes the research status about the intergovernmental transfer payments. Chapter 2 analyzes the reality of China's transfer payment system and finds out the problems of the transfer payment system. Chapter 3 is the comparative study on several foreign successful transfer payment systems. Chapter 4 is the conclusion of this paper. After analyzing the reality of China's transfer payment system and comparing with the situation in some developed countries, this part brings some suggestions to perfect the transfer payment system, such as making the division of fiscal power and responsibility between the central government and local government more transparent, perfecting the legal system of transfer payment, improving the standardization of transfer payment system, and so on.
