Facing the serious impact brought by international financial crisis, China's foreign economic and trade enterprises are severely influenced. In many areas, the foreign trade and economy is an important method to improve local economy, it is the necessary choice to develop the area, so it is of great importance to study the role of government in developing foreign trade and economic enterprises. This paper analyzes these new characteristics. At the same time, it also analyzes the influence of Internet to foreign trade enterprises in our country. At last, the paper puts forward the development direction of our foreigntrade enterprises in the future. Nowadays, our economic construction is in a developing period, Small and medium-sized enterprises as a fundamental economic and social has the unshakable role economic stability in our country. However, it is very difficult that a large number of foreign trade enterprises currently use traditional methods to manage it, and use the traditional approach to develop new markets, which potentially will increase the cost of small and medium enterprises. The role of government has brought the opportunities to the development of foreign trade, so it has become an important means of the role of government to vigorously push forward the informatization construction. Starts from the economic sociology, this paper sets government, foreign trade and economic enterprises as study target, relevant analysis methods are used, the theoretical study and social investigation are combined, the change of government's role in developing foreign trade and economic enterprises is studied with the examples in both Shandong province and Changqing Region, then the government's system environmental questions and management system questions are elaborated, relative problems are analyzed, how to re-allocate the government's role in developing foreign trade and economic enterprises is raised in the paper. China's transition of governmental function has obtained much progress, economic system reform has achieved primary success, but there is still a long way to go. There are certain difference in China's foreign trade and economy management compared with requirements of the WTO. Therefore, it is necessary for us to quicken our steps in government function transition and establish a system fit for international rules.
