The Research On Incubation Performance Of Technology Business Incubators

As a new type of economic organization, technology business incubator is an important component of the national innovation system, which can foster technological small-medium enterprises and entrepreneurs, and promote transformation of scientific and technological achievements. As more than Twenty years of incubators development experience showed, Technology business incubator's preferential policy has played an important support role on entrepreneurial enterprises'growth, and is one of the main reasons which entrepreneurial enterprises chose to enter them. In today's background of building innovative country, promoting the independent innovation, and encoring innovation and venture, further studying policy's optimization measures after exploring technology incubator's preferential policy performance and its influencing factor, has an important theoretical and realistic significance in enhancing hatch capability of incubators for China.This paper is based on the theory of hatch performance. Firstly, it analyses public policy and technology business incubators preferential policies. On the basic of discussing internal and external factors affecting the technology business incubator's hatch performance, the dissertation constructs the hatch performance evaluation index system. Then, the thesis takes the state-level technology business incubators as the sample to conduct the empirical analysis about hatch performance, using the methods of Principal Component Analysis, Factor Analysis and Time Series. Research result shows that the technology incubation performance is affected by each of the induced five kinds of preferential policies. Among these policies, the effect of fiscal and tax policy is the biggest, and the effects of transformation of scientific and technological achievements policy as well as financing policy are smaller, and the effect of rent policy Weakens gradually .Finally, according to the above conclusions, the thesis puts forward several preferential policy adjustment proposals on enhancing incubators hatch performance, in order to provide a reference to promote the sustainable development of technology business incubators.
