| With Chinese wind energy developing rapidly, country issued a lot of preferential policy to encourage the development of clean energy, loading to wind energy promising. In order to make decision-making of wind energy industrialization project more scientific and standardized, it is important that of completing the wind project feasibility study, economic and social benefit evaluation and realizing scientific investment decision.In this paper, the characteristics of general wind energy projects were analyzed, on the basis of reviewing the economic and social benefit assessment method and theory system of the general construction projects. In the aspect of economic benefit evaluation, this paper had a research of the basic requirements, the economic evaluation methods, development history, status quo and other aspects of wind energy construction project's economic evaluation. The investment project economic evaluation method and the development course of the theory of economic evaluation were reviewed, at the same time the development situation of our country was expounded. Feasibility of construction project was analyzed from financial and national economic and uncertainty analysis research, which enriched traditional project economic evaluation theory and method. The evaluation system was composed of all the indexes of evaluating construction project feasibility. In the evaluation system, project profitability, solvency and project survival ability were calculated, and the uncertainty of project, the index parameters on the project investment and some change sensitivity were analyzed. Based on the calculated data, government can strengthen preferably macro-control of construction projects, and promote the optimized allocation of resources, it is conducive to better project financing for investors; for financial institutions, it can reduce the risk of borrowing, and improve the investors of credibility.To character of wind energy projects, the social benefit of wind energy projects was conducted in-depth evaluation study. Refer to social evaluation system in other industries, the index system of social benefits of wind energy construction project evaluation was established. As impact of the natural environment, social environment and socio-economic impact was considered generally, each impact factors were selected as indicators of the larger sub-factors, and AHP was carried out to determine the weight of each index. Finally, its social benefits were evaluated by a multi-level fuzzy comprehensive.This article also wind through the industrial management of M empirical analysis of the project, it was explored that of project management problem in the current wind energy industry and the ways to solve them and optimize the decision-making. |
