The Testing And The Influence Factors Analysing Of Regional Disparity Of Marine Economy

Corresponding with our country's wide ocean area, it also has vast seabroad.In recent years, our country's total marine economic output is rising, especially since 2000,and the proportion in the national economy is increasing. According to the State Ocean Administration preliminary accounting, our major ocean industries output reached 3196.4 billion yuan in 2009,increasing by 8.6% compared with last year,and it was slightly less than the economic growth rate compared with the same period last year.GOP(Gross Ocean Product) accounted for 9.53% of GDP and 15.5% of GDP in coastal areas.But because of the differences in natural base,policies,FDI(foreingn direct investment) and other factors, there were obvious regional differences in the marine economy.Although the moderate difference of regional economy will promote the fast development in economy,it will also lead to relatively insufficient demand in the backward areas,and then lead to weakness of effective demand,affect the utilization rate and efficiency of capital,and at last the ocean economy will be immersed in vicious circle.So how to find out the regional differences in marine economy and take what kind of measures to reduce the gaps are the actual problems which must be solved.They are good for thoroughly applying the Scientific Outlook on Development and promoting sustainable development of regional marine economy.This paper is aimed at analysing the degree and trend of reginal differences in China's marine economy through constructing the correlation analysis model using statistics and economics,and determining the influencing factors through the construction of panel data model.They have important theoretical significance and pratical significance in good and fast development of China's marine economy and coordinating the balanced growth of regional economy, which are analyzing the dynamical evolution of regional differences in China's marine economy and the mechanism of the factors which affect the development of marine economy in different areas. This paper conducts the research with the train of thoughts as : theory method, substantial evidence,pactice.Firstly,from the connotation of regional economy, through drawing lessons from the correlation theories of disequilibrium of regional industry and regional economic growth and combining with the characteristics of marine industry, we define the correlation theories of unbalanced growth of regional marine economy.We also measure the differences by various index measure methods and get the variable trend.Then,on this basis, through qualitatively analysing the effects of factors on regional marine economy and quantitatively analysing the overall datas using panel datas,we conclude that science and technology progress, labor, human capital, foreign direct investment all play a positive role in promoting difference growth of regional marine economy, among them, science and technology progress is the most important factor, foreign direct investment is the least. Finally, we come up with some policy suggestions on harmonious growth of regional marine economy from the angle of policy analysis.This thesis has innovatively discussed mainly from two aspects as follows: 1.We measure the differences in marine economic output per capita from 1996 to 2008,by using various index measure methods, such as variation coefficient method, Gini coefficient method and Tal index method.2.We quantitatively analyze the influencing factors of the differences in marine economic output per capita in different coastal provinces and cities,and analyse the model using panel data method. And finally we can get a conclusion.
