The Coupling Research Between The Marine Industrial Structure And Regional Human Capital

The 21st is the century of ocean; east China's Ocean Strategy has been one of the strategies for national rejuvenation, because ocean is the last space and valuable asset which promote sustainable development of human. It is rational use of marine resources and development of marine industries that have become the common strategy for China's coastal areas developing marine economy. Human capital and industrial structure, which there is close relationship between, are important parts of the marine economy. On the one hand, human capital as active subject in economic practice becomes the dominant factor in economic development. With the advent of information age, human capital in production is playing an increasingly important role, which gradually replaces the land, capital and other traditional factors of production,and becoming the dominant factor. On the other hand, the regional industrial structure reflecting resource allocation and capacity conversion level, the adjustment and upgrading of industrial structure put forward higher requirements for the quality of human capital stock. Based on this, selecting Blue Economic Zone of Shandong Peninsula for example, this article will explore and evaluate the relationship between marine industrial structure and regional human capital, which will promote the marine economy in the coastal marine area with theoretical and practical significanceThis article is based on the theories related with human capital and industrial structure. Firstly, this article elaborates the coupling mechanism between marine industrial structure and regional human capital theoretically , which influencing each other by market supply and demand, resource allocation and technology performance ,that is ,human capital plays a dynamic role in the marine industrial structure while industrial restructuring works with feedback, developing synergistically. Secondly, the article tests and verifies the coupling relationship between marine industrial structure and regional human capital in Blue Economic Zone of Shandong Peninsula. It proves coupling relation by constructing VAR model while evaluate current situation through Coupling Model. Lastly, according to the results of qualitative and quantitative analysis, this article puts forward policy recommendations on promoting benign interaction between human capital and industrial restructuring, which will push industrial restructuring and upgrading , establish regional virtuous circle mechanisms for human capital.With booming marine economy, marine industry gradually transit to new industries from traditional industries, becoming a new economic growth point in coastal area. Fully understanding the close relationship and digging out problems between marine industry and regional human capital will promote the sustainable development of marine economy.
