Science and technology constitute a primary productive force, and scientific knowledge have already become the key contribution to a country's strategic resources. Scientific and Technological Resources input,which is the foundation of national innovation ability,radically determines the level of national innovation. Scientific and technological talent,which is the carrier of scientific knowledge and the key of the Scientific and Technological Resources,have played the most important role in promoting the development of the economy and society. Attracting and gathering talents has been the most important part of the national and regional development strategy. Provinces and cities in China faced severe challenges for the intense competition for talents. To take the initiative in talents competition,we must strengthen and improve the work on scientific and technological talent and further form good policy and environment to attract,accumulate and use the talents. Therefore,it is a problem desiderated to be solved in evaluation and analysis technical talents attraction in different district.In this paper, according to the foundation theory of attracting and the flow of talents, the theories of population,multivariate statistics,sociology etc. were used synthetically to set up a system of evaluation index and evaluation model. It povides a referenced basis to improve the work on talents who participate in district building to the evaluate and compare the research on attractiveness for talents in eleven coastal provinces of China and fully understand the advantages and disadvantages in talents attractiveness in different provinces.There are three parts of this paper. Firstly,the background and significance of the research topic has been expounded. on the basis of literature at home and abroad,and category and concept below were chose to lay a solid foundation for this paper with summarising the former research. Secondly,with analysis on actuality,current actulity and flow characteristics on scientific and technological talent are expatiated. Thirdly, the former research was used for reference on the basis of understanding the correlation theory. The evaluation system on scientific and technological talent in different provincial was build based on scientificalness,integrity,operability, temporality,people-oriented principle etc. According to data obtainable principles, independence of indicators and the principles of streamlining,re-build technological talent attraction evaluation of different region in China evaluation index system.This paper studies 11 samples of China's coastal provinces,using three objective methods and one subjective method combined with kendall consistency test in a creative way to estimate technological talent attraction evaluation of those provinces. In this way,the evaluation results to be ensured the accuracy and consistency. Finally,the article based on problems found in the research process and conclusions proposed optimization of technological personnel each province gathering environment, improve the attractiveness of science and technology policy recommendations.
