Talent is the most important innovative resources to small and medium-sized technology-based enterprises.Through the use of talent,knowledge and innovation level is a better way to realize the innovation and development of technology-based enterprises.Therefore,talent is the core resource for the scientific and technological enterprises to improve their competitive ability.In order to realize the long-term development of enterprises,it is necessary to get a high level of scientific and technological talents.At present,the environment of the small and medium-sized technological enterprises is poor,the competition situation is grim,and the competition between enterprises has been largely embodied in the competition of talents.How to attract high-quality scientific and technological talents has become an important consideration in the management of human resources in small and medium sized scientific and technological enterprises.This paper takes the high-tech small and medium-sized enterprises in Shijiazhuang hi tech Zone as an example to study the strategy of attracting talents.First of all,on the basis of a comprehensive study of the current research situation at home and abroad,the research angle of scholars at home and abroad is clearly defined,and the concepts of technology-based SMEs,as well as relevant theories of talent attraction are studied.On this basis,the current situation of talent of Shijiazhuang high tech SMEs and the existing problems,including lack of technological talent,talent structure and layout is not reasonable,scientific and technological talent level needs to be improved and attract talent policies need to be improved.Secondly,on the basis of the survey,sorting and statistical survey results,from the recruitment,personnel training,personnel selection and incentive four aspects put forward the research hypothesis,and the corresponding regression analysis with SPSS software,to verify the hypothesis,analysis the influence factors of science and technology talents of small and medium-sized enterprises to attract high-tech zone.Finally,aiming at the problem of talents,the talent problems of Shijiazhuang city science and technology small and medium-sized enterprises are solved.Attract suggestions are put forward including the establishment of innovative talents special management system,the introduction of overseas talent are strengthened,more opportunities are provided for enterprises to obtain technological talents and create to attract external environment and atmosphere.
