People have been concerned about physical capital on regional economy, while ignoring human capital on regional economic growth, but human capital can often explain the regional economic disparities effectively. Therefore, we try to use elements of human capital to explain the differences in regional economy and reflect different mechanisms for regional economic growth. In order to promote economic growth and reduce regional economic disparities, we propose the appropriate policy recommendations in different regions from the perspective of human capital.Sichuan and Chongqing are similar in culture, in adjacent regions and close economic and social relations in recent years, and they have formed a comprehensive, multi-level and wide-ranging cooperation. In order to promote Sichuan-Chongqing economic zone and create win-win situation, we need to explore the mechanism for economic growth in the two places and facilitate regional economic cooperation and coordination. This paper is based on domestic and foreign research and guided by human capital theory and economic growth theory. Based on the differences in human capital investment and stock, this paper studies regional economic disparities in the two places, which is mainly through empirical analysis and normative analysis. We create different types of economic growth model, and then study the impact of human capital on economic growth and regional economic differences of the two places through empirical analysis. This paper analyzes economic growth mechanism and economic development mode of the two places, and put forward policy proposals that promote regional economic cooperation and narrow regional economic disparities.The empirical results indicate that physical capital and human capital are the main factors for economic growth in Sichuan and Chongqing, but human capital structure variables, that is, the proportion of primary education, secondary education and higher education labor are not significantly promote economic growth, and there is no human capital externalities in both places. The economic contribution of production factors show that economic contribution of total factor productivity in Sichuan is far lower than Chongqing, while economic contribution of physical capital is much higher than Chongqing. The result demonstrates that economic growth in Sichuan depends more on physical capital investment and less on technological progress, while the contribution of science and technology to economic growth in Chongqing is higher. Therefore, the two places should increase investment in human capital and optimize human capital investment structure based on their economic growth mechanism and economic development mode to promote regional economic growth and reduce regional economic disparities.
