Based on the Western classical motivation theory and the integrated use of management science and economics methods, this paper combined with the contemporary business environment of the new management characteristics and requirements, and the current situation of Chengdu Railway Bureau, the writer find out some problems of its incentives for Level employees. With the analysis of the practice of specific issues, and the study of human nature and individual behaviors, motivating factors, the writer built a Optimization model. Then, at the basis of the optimize model, the writer designed satisfaction survey about the entire process of allocating housing, which have been completed by grass-roots staff.240 survey questionnaires were sent out, and the effective rate was 86.21%. Finally, after the statistical analysis, the survey data shows that:the incentive mechanism has a positive effect on motivating employees do a long service in the same business and it also can effectively motivate the employees' enthusiasm, so that to improve enterprise efficiency. In other words, the optimize model has a good incentive effect.
