| In recent years,the in-depth advancement of urbanization and the rapid rise in housing prices have made it difficult to meet the housing needs of a large number of urban residents.Housing is the material foundation for people’s survival,and it is also the greatest livelihood,and the government has a responsibility to provide housing security for groups with housing difficulties.The report of the 20 th National Congress emphasized:adhere to the positioning that houses are for living,not for speculation,and accelerate the establishment of a housing system with multi-subject supply,multi-channel guarantee,and rental and purchase.Since the large-scale implementation of the affordable housing project,Jincheng has actively implemented the housing security policies,issued and carried out a number of housing security policies,vigorously promoted the construction of affordable housing,and achieved certain results in the field of housing security,but the specific level of housing security needs further study.The level of housing security can be used to measure the extent to which residents of a country or region enjoy housing security benefits.It can neither be too high nor too low.Too low will lead to some low-income groups of basic living conditions are difficult to guarantee,and even threaten social stability.Too high will also increase the financial burden of the government,which should be compatible with the level of economic development and the affordability of all aspects.This paper first sorts out the social,economic,housing market environment,housing security policies and investment and construction of affordable housing in Jincheng City;Then,based on the results of theoretical analysis and literature review,taking the connotation of housing security level as the starting point,focusing on the financial input of the government,land supply,the treatment enjoyed by residents and the adaptation to the level of economic development,select seven indicators to build an evaluation index system,and use the "entropy method" to calculate the housing security level of Jincheng City from 2014 to 2021 on the basis of obtaining relevant data,The research results show that the comprehensive level of housing security in Jincheng City from 2014 to 2021 has a fluctuating upward trend,but the actual level is still low;The quantitative evaluation of housing security level cannot be separated from the in-depth analysis of its influencing factors.For the sake of identifying the main factors leading to the low level of housing security in Jincheng City,this paper selects nine indicators from three aspects of national economic development level,residents’ housing demand and housing market environment,and uses the grey correlation analysis method to judge the impact of each indicator on the level of housing security.The results show that the factor with the highest correlation between the nine indicators and the level of housing security in Jincheng City is the per capita consumption expenditure of urban residents,followed by the per capita disposable income of urban residents,per capita financial income,average sales price of commercial housing,per capita GDP,urbanization rate,investment completion of commercial housing,completed area of commercial housing and Engel’s coefficient;Finally,on this basis,it is proposed to promote the improvement of housing security level in Jincheng City by promoting the optimization and upgrading of industrial structure,dynamically adjusting the level of housing security,actively guiding social forces to participate in the supply of housing security,guiding residents to form a reasonable concept of housing consumption and improving the housing security policy system. |
