In order to achieve the goal of building world-class modern garden city with an important way to adapt to this is to vigorously develop the circular economy, an important issue is the circular economy system contracture, and this article is based on the issues discussed.From the start of Howard's Garden City Theory, presented the meaning of the world-class modern garden city. The recycling economy is the only way to constructing world-class modern garden city, and we must vigorously develop the circular economy and achieve sustainable development of cities, and establish corresponding circular economy industrial system. Analysis by Chengdu to discuss the existence of urban sustainable development aspects of the industrial structure, this paper proposes a world-class modern garden city industrial system of circular economy and build, gives support system strategies, focusing on policies and regulations, management, scientific research, system building, strategic functional areas and carry out planning and construction of eco-industrial park.
