| In the development of one city, economy is always concerned highly. To the city whose development almost depends on the exploit of resources, how to make a reasonable plan for exploiting will decide the city's sustained development.The characteristic of Resource-based city's forming which makes almost Resource-based cities will face a series of problem such as resources'wasting, serious pollution, economic structure should be changed and so on. At the same time, because resources can't be regenerated, Resource-based city must face the problems such as resources'exhausted, the original industries'decline and so on. Because the continued demand for the resources, how to realize the coordination among the use of the resources, ecological environment and the development of economy is always a hot topic in internal and external.The research is on the point of view that the plan which is made by internal and external for the resources at present, considering the new mission that resources'sustained development which is a complex program is gifted by the age, that is to realize the sustain development of the resources'using in the complicated system"environment-economy-social". The paper makes Resource-based city as study object, builds a scientific index, and fixes an effective method which can evaluate Resource-based city's sustainable development.The paper bases on the previously research of internal and external, designing index for Resource-Based Cities'Evaluation according to comprehensive theory and method of Applied mathematics, Mineral resources, sustainable development and so on. Combined Systematize Power Analysis and AHP Analysis, it build up the model for Evaluation of Sustainable Development of Resource-Based Cities. At last, the paper makes an actual research based on PanZhihua. The research will discuss the problems as follow:Firstly, according to diversified defined method for index, the system of Resource-Based Cities'sustainable development is divided to five sub-systems which are social sub-system, economic sub-system, resource sub-system, environment sub-system, macro-control sub-system. And then, the paper makes an analyze for every sub-system. It poses 23indexes in the light of the certain principle and method. Because of the large number and duplication of index, the paper picks up the using index by AHP analyzing.Secondly, considering the character of Resource-based city and assess standard for Sustainable Development, the paper select AHP and System Dynamics to make the model. The paper defined invest of fixed assets and quantity of employment as input indexes, the others are output indexes, adopted SD to make the analyzing model. The paper made an evaluation of Resources-City's sustainable development. Through research of sustainable development and the use of analyzing model, the paper defines the level of the city's sustainable development comprehensive.Thirdly, the paper makes PanzZihua (Sichuan Province) as an example, it is said that the application of AHP-SD model in analyzing Resource-based city's sustainable Development.The paper analyzed the situation of PanZhihua sustainable development from 1999 to 2010.And the paper makes a conclusion that the sustainable development of PanZhihua is not always steady. During 1999 to 2010, the development of city is from rather good in 1999 to so bad in 2000, and then it is a little better in 2001.It goes to the top in 2002.Since 2006, the situation of. PanZhihua's sustainable development is steady again.From the point of sustainable development of PanZhihua, we can find out that the development of PanZhihua is not as good as others, it appears several not so good years repeatedly, such as 2000,2003, 2006.Finally, the paper raised some suggestions for realizing Resource-based city's Sustainable Development by analyzing the situation of PanZhihua.Firstly, to realize social's sustainable development, the key judging standard is how people satisfied. Employment is as a concerned element by the people, which must be put the first place. Stick to principle of taking employment precedence, and make effort to create conditions for the unemployed and added-labor. The other judging factor is lever of city-turning. One is adopting effective measures to eliminate the phenomenon of resources'draining city's poor substitute. The other is reforming the shanty town.Secondly, to realize economics'sustainable development, it should bring superiority of resources into play, and then strengthen the mechanism of sustainable development. It contains building compensating mechanism for resources'develops and, building supporting mechanism for declining industries, and consummating the resource-products'pricing mechanism. Then, searching for substitute industries actively, which will make the economics'changing realized. That is making market as direction and making enterprises as main part, developing the substitute industries. Thirdly, to realize economics'sustainable development, one is to strengthen the management of existing mining area of Recourse-City and right of deep mining industry, make the scheme for mining area and industry's development according to recourses'planning organization. The other is to realize resources'mining reasonable by standardizing the management of mining area. to extend advanced and suited mining technology,skill and equipment, which will improve the retrieve of minefield,retrieve of picking and smelting and labor productivity, reducing energy consume and emission of pollution, improving products'additional value.Fourthly, to realize environment's sustainable development, one is to add invest for Recourse-City's construction of foundation equipments, to strengthen and consummate the function of city, to create suitable living environment. The other is to strengthen research for deep minefield and harmfulness which is caused by large minefield. And then, take some measures. At last, strengthen environmental control for mining activities, to prevent pollution effective.Fifthly, to realize system's development by macro-control, one is to make the education invest larger and improve the whole quality of human, which will make pattern of economic increase realized. The other is that Resources-City should lean on or against the advantage of market force tightly, with the help of macro-control, which will make sustainable development realized more quickly.
